Position Summary
The Special Municipal Constable (SMC) is a recently retired, experienced Canadian police officer engaged on a term basis to support frontline policing operations within the Central Saanich Police Service.
The SMC program is designed to enhance operational capacity by backfilling staffing gaps, supporting workload demands, and maintaining continuity of patrol services without displacing regular members or impacting promotional opportunities.
Key Responsibilities
- Perform uniform frontline patrol duties in accordance with CSPS policies, procedures, and operational standards
- Respond to calls for service, including:
- Public safety incidents
- Traffic enforcement and complaints
- Community policing and visibility
- Calls requiring immediate operational response
- Backfill vacancies arising from:
- Sick leave
- Vacation/holiday coverage
- Short- and long-term absences
- Staffing shortages or operational surges
- Participate in planned events and seasonal policing operations
- Complete required reports, investigations, and documentation in accordance with departmental standards
- Work collaboratively with full-time members to ensure safe and effective service delivery
- Operate under the direction of patrol supervisors (Sergeants or Acting Sergeants)
- Maintain all required certifications, training, and operational readiness
- Must not have McNeil issues
Scope of Role
- Assigned exclusively to uniform patrol functions
- Utilized to supplement—not replace—regular members
- Deployment is at the discretion of the Chief Constable or designate
- May work:
- Full-time or part-time
- Scheduled shifts or on-call assignments
- Eligible for special duty assignments only when regular members are unavailable
Qualifications
- Recently retired Canadian police officer in good standing
- Extensive operational policing experience, preferably in patrol
- Meets all provincial appointment requirements for Special Municipal Constables
- Demonstrated:
- Sound judgment and decision-making
- Strong communication and de-escalation skills
- Ability to work independently in dynamic environments
- Physically and medically fit to perform frontline policing duties
Term of Appointment
- Appointments are term-limited up to two (2) years with the possibility of renewal
- Extensions or reappointments are subject to operational need and review
- Annual assessment required for members continuing beyond age 60
Hours of Work
- Scheduled in accordance with operational patrol requirements
- May include:
- Day/night shifts
- Weekends and holidays
- Call-out assignments
Compensation
- Paid at the rate of First-Class Constable (Index 115)
- 11% in lieu of benefits added to gross earnings
- Not eligible for:
- Seniority accrual
- Pension or benefit plans
Supervision and Reporting
- Reports to Patrol Sergeants and the Operational Chain of Command
- Works under the authority of the Chief Constable
- Fully integrated into CSPS operations and governance structure
Program Parameters (Context for Posting)
- Maximum of four (4) SMC positions at any time
- Program subject to Labour/Management review (staffing levels, overtime usage, vacancies)
- Designed to:
- Reduce overtime pressures
- Stabilize staffing
- Maintain service levels during workforce fluctuations
